In a large dutch oven or soup pot, brown the ground beef over medium heat until no longer pink. Drain and discard any grease.
Add the diced onions and celery, and the butter. Cook until the onions are translucent and soft, about 3-5 minutes.
Stir in the flour and cook for an additional minute.
Slowly add the chicken broth while stirring.
Stir in the salt, black pepper and dried parsley.
Slowly stir in the milk and bring soup to a low boil.
Reduce heat to low and add a few cheese slices at a time, stirring until melted after each addition.
